Tanzanite City Part 02: Tuliyojifunza Toka Kwa Wengine!
Wazo la kuanzishwa kwa Tanzanite City limetokana na tafiti nyingi
tulizozifanya kwa kipindi cha zaidi ya miaka kumi iliyopita. Tafiti hizo
zililenga kutufanya tujue wenzetu waliokuwa
na ndoto kama zetu walipitia changamoto zipi, na kama waliweza kufaulu
walifanya nini cha tofauti na kama walifeli walikosea wapi. Vilevile tulilenga kutambua mifumo na mikakati sahihi ya kufuata
ili kuweza kuwa na mafanikio tunayohitaji kuifikia Tanzania ya viwanda. Mambo yafuatayo tuliyazingatia kwenye tafiti zetu:
a.
Tuliangalia
matarajio na mwenendo wa masuala ya teknolojia na ubunifu pamoja na mabadiliko
katika uchumi wa dunia
b.
Historia na
uzoefu wetu hapa nyumbani na wa mataifa mengine katika masuala ya sayansi na
teknolojia pamoja na maendeleo ya kitaasisi.
c.
Tuliangalia
hali halisi ya sasa, uwezo na rasilimali tulizonazo, miundo ya kitaasisi na
mikakati yetu kama taifa
d.
Tukafanya
upembuzi wa mafanikio na matatizo/changamoto ambazo mataifa mengine yaliyokuwa
na malengo kama yetu walipitia katika kufikia malengo yao.
Tafiti hizo zilituonyesha kuwa, iwapo tutatengeneza mazingira hamasishi
kwa shughuli za utafiti na ubunifu pamoja na kuwezesha uanzishaji wa makampuni
kwa utaratibu rahisi na rafiki kisha kuwavutia wawekezaji wa nje kuingia ubia
na watanzania, Tanzania inaweza kabisa kupiga hatua kubwa katika mapinduzi ya
teknolojia na viwanda sawa kabisa na mataifa mengine yote yaliyoendelea ikiwamo
Uchina, india, Indonesia, Malaysia n.k.
Kwa hiyo mchakato wa ujenzi wa Tanzanite city unatokana na uzoefu
tulioupata kutoka kwa mataifa ambayo yamefanikiwa kupata maendeleo makubwa ya
kiteknolojia na kiviwanda katika miongo michache iliyopita. Swala la msingi ni
kuhakikisha kuwa mchakato mzima unaendana na hali halisi na changamoto mahsusi
za taifa letu na mazingira yaliyopo. Vile vile, mchakato mzima lazima ujikite
katika mipango halisi na inayotekelezeka.
Ili kuweza kukidhi mahitaji ya kuipeleka Tanzania kwenye uchumi wa
viwanda, uanzishwaji wa jiji la Tanzanite City umezingatia mambo yafuatayo
ambayo ni ya msingi:
a.
Mkakati
mahususi (Focused strategy); mkakati mahsusi wa ujenzi wa Tanzanite City ni
kujenga na kuimarisha uwezo wetu wa ndani wa kubuni teknolojia na kuanzisha
viwanda pamoja na makampuni ya teknolojia. Kuwashirikisha watanzania wazawa
kupitia klabu ya marafiki wa Tanzanite City kumiliki viwanda na makampuni
badala ya kubaki watazamaji tu ndani ya nchi yao.
b.
Miundombinu
inayokidhi haja maridhawa (Sound facilities & infrastructures); ujenzi wa
miundombinu muhimu utawanufaisha wanasayansi na wabunifu wetu kwa kuwawezesha
kufanya tafiti zao kwa uhakika na kujiamini.
c.
Kujenga mfumo
madhubuti wa biashara (Adequate business systems); mfumo madhubuti wa
kibiashara utarahisisha upatikanaji wa huduma muhimu na kuvutia wawekezaji,
wafanyabiashara na wajasilamali pamoja na wataalam mbalimbali katika fani zote
kuja kuwekeza rasilimali zao Tanzanite City.
d.
Ukuzaji wa
teknolojia na vipaji (Development of talents and technology); kukuza vipaji na
uendelezaji wa teknolojia kwa kuwajengea uwezo vijana wanaomaliza katika
taasisi zetu za elimu ya juu na kuwawezesha kubuni teknolojia na vifaa vya
uzalishaji pamoja na kuwasaidia kujenga viwanda na kuanzisha makampuni.
e.
Kuwezesha
upatikanaji wa mitaji na fedha (Access to capital and financing); moja ya
matatizo makubwa ya wajasiliamali na wataalam wa teknolojia hapa nchini ni
upatikanaji mgumu wa mitaji na fedha za kugharimia tafiti na kubunifu.
Tanzanite City ina mkakati wa makusudi wa kuhakikisha kuna upatikanaji wa
uhakika wa fedha za mitaji na kuendeshea tafiti mbalimbali. Lengo ni kuwafanya
wataalam wetu wazingatie zaidi shughuli za kitafiti badala ya kufikiria namna
ya kupata pesa kwa ajili ya kuendesha maisha pamoja na kujikimu wao wenyewe.
f.
Kusaidia
kupromoti taasisi za wajasiliamali na ujasiliamali (Promotion of SMIEs and
entrepreneurship); baada ya wataalam wetu kubuni teknlolojia na bidhaa zao kwa
ufanisi, kujenga uwezo wa kuzalisha kwa wingi na kwa viwango vya kimataifa, kitakachofuata
ni kuwasaidia kujenga viwanda na kuanzisha makampuni watakayo yamiliki kwa ubia
na watanzania wengine kupitia klabu ya marafiki wa Tanzanite City. Makampuni
haya ndiyo yatakayo tengeneza fursa za kibiashara ambazo ndizo zitakazowaletea
fedha pamoja na kujenga mahusiano baina
ya watanzania na wawekezaji wa kigeni katika masuala ya teknlolojia na viwanda

TANZANITE CITY; FURSA MPYA NA MBEYA MPYA, KUELEKEA TANZANIA YA VIWANDA
Mpango wa ujenzi wa jiji la sayansi, teknolojia na
ubunifu katika wilaya ya Chunya mkoani
Mbeya unatoa fursa nyingine ya kiuchumi kwa watanzania na wakaazi wa mkoa wa
Mbeya. Katika wakati ambapo nchi yetu
ipo kwenye kipindi cha mpito kuelekea uchumi wa kati na wa viwanda, mkoa wa
Mbeya chini ya uongozi wa Mh. Amosi Makalla kwa kushirikiana kampuni ya ESTA-TZ
na uongozi mzima wa wilaya na halmashauri ya wilaya ya Chunya umeanzisha mpango
maalum wa kuifanya Mbeya kuwa kitovu cha maendeleo ya teknolojia na mapinduzi ya
viwanda katika bara letu la Africa kusini mwa jangwa la sahara.
Katika mpango huu ambao eneo la kuanzia, kiasi cha
kilomita za mraba miatano (500sqKm) katika wilaya ya Chunya, litatumika kujenga
jiji la Tanzanite. Lengo kuu likiwa ni kuondoa utegemezi wa taifa letu kwa
bidhaa na teknolojia mabalilmbali toka nje ya nchi. Katika kipindi cha miaka
kumi na tano ijayo Tanzanite city inatarajiwa kujenga uwezo wa taifa letu
katika ubunifu wa teknolojia na uzalishaji wa viwandani.
Ili kufikia lengo ambalo mkoa wa Mbeya umejiwekea kufikia
mwaka 2030, mkakati mahsusi umewekwa wa kuwekeza kwa Vijana wenye vipaji
wanaohitimu kutoka katika taasisi zetu za elimu ya juu. Pindi wanapohitimu masomo yao, Vijana hao watakuwa
wanawekwa kwenye makambi maalumu ya teknlolojia ndani ya jiji la Tanzanite,
ambako huko watapewa kila kitu wanachohitaji kuweza kujenge uwezo katika
masuala ya ubunifu wa teknolojia na uzalishaji. Vijana hawa watakuwa wanapatiwa
mafunzo maalumu ya kuwawezesha kuanzisha na kuendeleza viwanda vitakavyotokana
na kazi za kibunifu watakazokuwa wanazifanya makambini.
Mpango huu utawawezesha wazawa wote bila kujali mazingira
wanayotoka au asili ya mtu, kuweza kumiliki viwanda kwa pamoja na vijana
wabunifu ambao ndiyo watakuwa wakurugenzi wa makampuni hayo yatakayoundwa. Hadi
sasa kuna maeneo zaidi ya mia tatu (300 Technology development missions) ambayo
yapo tayari kuanza kufanyiwa kazi na vijana pindi ujenzi wa awali wa miundo
mbinu muhimu utakapokamilika. Inatarajiwa kwamba maandalizi ya awali ya ujenzi
wa Tanzanite City yatakamilika mwishoni mwa robo ya kwanza mwakani (March 2018)
ambapo jiji litaanza rasmi shughuli zake.
Miezi sita baadaye viwanda visivyopungua 60 vitaanzishwa
na kutoa ajira za moja kwa moja kiasi cha 1200. Baada ya hapo kila wiki
kutakuwa na viwanda vipya vinaanzishwa na idadi yake itakuwa ikiongezeka siku
hadi siku ambapo katika miaka 15 hadi 2030 jumla makmpuni 54,600 yanatarajiwa kuanzishwa na kutoa ajira
za moja kwa moja zisozopungua milioni mbili na nusu.
Tafiti zinaonyesha kuwa kila ajira moja rasmi inazalisha
ajira kati ya tatu hadi tano zisizokuwa rasmi. Hivyo katika kipindi cha miaka
kumi na tano ijayo Tanzanite City itaweza kuzalisha ajira kwa watu wanaokaribia
milioni saba. Sehemu kubwa ya watu hawa pamoja na familia zao watakuwa wanaishi
ndani ya wilaya ya Chunya na maeneo jirani katika mikoa ya Songwe na Mbeya. Idadi
hii ya watu itahitaji miundombinu mbalimbali ambayo Tanzanite City imejiandaa
kikamilifu kuijenga kwa kushirikiana na marafiki pamoja na wadau wetu wote wa
maendeleo katika mkoa wa Mbeya.
Tanzanite City inaleta fursa ya kipekee kwa wakazi wa Mbeya,
na watanzania wote kwa ujumla, kwani kupitia klabu ya marafiki wa Tanzanite
City kila mwanzanchi Mtanzania ataweza kushiriki kwa namna moja au nyingine
katika kujenga uchumi wa viwanda. Lakini pia kupitia klabu ya marafiki wa
Tanzanite City, watoto wa watanzania masikini wataweza kupata fursa ya kutumia
vipaji vyao kubuni teknolojia na kuanzisha makampuni watakayoyamiliki kwa
pamoja na watanzania wengine ambao pia ni wanachama wa klabu. Jambo hili
lisingewezekana bila ya Tanzanite City. Kwa utaratibu huu hakuna mtanzania
atakayeachwa nje ya uchumi wa viwanda kama atakuwa mwanachama wa klabu isipokuwa
kwa mapenzi yake mwenyewe!
Klabu ya marafiki wa Tanzanite City ni chombo muhimu sana
kwa ujenzi wa jiji la Tanzanite na uchumi wa viwanda kama tunavyotaka kwa
sababu kuu mbilli; moja ni kuwa, klabu ndiyo njia pekee ya uhakika
itakayowaunganisha watanzania wote na kuwapatia fursa ya kushiriki kikamilifu
katika ujenzi wa Tanzania ya viwanda kama wadau na wamiliki. Pili, klabu
kupitia michango na ada za wanachama ni chanzo muhimu cha mapato
yatakayowezesha kugharimia shughuli na miradi mbalimbali ya ujenzi wa jiji na
uendelezaji teknolojia. Wananchi kupitia klabu watafaidika na fursa nyingi sana
zitakazotokana na ujenzi wa jiji hili hasa katika maeneo ya miundombinu, na
huduma.
Kwa kuzingatia kuwa jiji la Tanzanite litakuwa kiwanda na
kitovu cha mapinduzi ya viwanda na maendeleo ya teknlojia katika ukanda huu wa
maziwa makuu ya Afrika, watu kutoka mataifa mbalimbali ya afrika watakuja Mbeya
aidha kama watalii, wawekezaji ama wafanya biashara, hivyo kupelekea kuwa na fursa
nyingi sana, baadhi nimeziorodhesha hapa:

Huduma;
Usafiri na usafirishaji
wa watu na mizigo, huduma za hoteli na mikahawa, huduma za afya, elimu ya
msingi, secondary na vyuo (mahitaji ya vyuo ni makubwa kiasi cha kuhitajika
vyuo zaidi 16 vitavyo toa kozi maalumu zinazoendana na mahitaji ya shughuli za
Tanzanite City), ukusanyaji wa taka ngumu, huduma za ulinzi na usalama, huduma za
simu na data, n.k.

barabara, mitandao ya maji safi na maji taka, uzalishaji na usambazaji wa umeme,
mawasiliano, n.k.

Ujenzi wa nyumba
Nyumba za
kuishi, majengo ya biashara, ofisi na viwanda

Bima, mabenki,
maduka makubwa (Malls), wasambazaji wa bidhaa zinazozalishwa ndani ya jiji, wauzaji
wa bidhaa kwa matumizi ya nyumbani kama vyakula na vifaa vingine, sehemu za
burudani, n.k.
Ili mtu aweze kunufaika na fursa hizo, ni sharti awe
mwanachama wa klabu ya marafiki wa Tanzanite City, kwa maana nyingine anatakiwa
kuwa RAFIKI wa Tanzanite City. Rafiki wa kweli ni mtu ambaye yupo tayari
kujitoa kwa kila hali kwa ajili ya manufaa ya rafiki yake hata kama yeye
mwenyewe hafaidiki moja kwa moja na kujitoa huko. Marafiki wa Tanzaite City
watakuwa tayari kuichangia Tanzanite City kwa kulipia ada zao za uwanachama kwa
wakati ili kuwawezesha vijana wa watanzania kutimiza ndoto zao na kuigeuza
dunia kuwa wanachotaka. Kupitia klabu hii siyo lazima kuwa kila utakachochangia
lazima kikunufaishe, mchango wako utakuwezesha kuwa miongoni mwa wadau
watakoweza kunufaika na fursa ambazo michango yanu kama marafiki itakuwa
imetumika kuzitengeneza kupita vijana wetu wenye vipaji watakaokuwa makambini.

KWA NINI TANZANITE CITY NI MUHIMU KWA MAPINDUNZI YA VIWANDA TANZANIA!!!
DHUMUNI KUU
Tanzanite City ni jiji la sayansi, teknolojia na ubunifu ambalo
lipo njiani kujengwa mkoani Mbeya katka wilaya ya Chunya. Jiji hili linajengwa kwa ushirikiano kati ya ESTA-TZ na ofisi ya mkuu wa mkoa, Mh. Amos Makalla, ofisi
ya Mkuu wa Wilaya ya Chunya, Mkurugenzi na Balaza la Madiwani wa Halmashauri ya
wilaya ya Chunya.
Lengo kuu la kuanzishwa kwa
Tanzanite City ni kujenga uwezo wa taifa letu kwenye mambo ya teknolojia na
kuhamasisha mapinduzi ya viwanda yatakayoifanya Tanzania kuwa kiwanda cha
Afrika na kitovu cha ubunifu katika ukanda huu wa Afrika kusini mwa jangwa la
Sahara.
Jiji hili litasaidia kuwajengea uwezo wa ubunifu katika maswala
teknolojia, vijana wanaomaliza vyuo katika fani za sayansi na teknolojia, na
kuwawezesha kuanzisha viwanda na kuunda makampuni watakayo yaendesha kwa ubia
na wanachi wengine, kupitia klabu ya marafiki wa Tanzanite City
BAADHI YA CHANGAMOTO TUNAZOKWENDA KUZIJIBU
Kama
tujuavyo serikali yaawamu ya tano ya Mh.
John Pombe Magufuli imedhamiria kuipeleka Tanzania kwenye uchumi wa viwanda,
Lakini katika safari hiyo kuna changamoto kadhaa ambazo ni lazima zifanyiwe kazi.
· Mazingira magumu na
yasiyo rafiki yanayoyoua utamaduni wa kuwekeza katika
viwanda yanawafanya watanzania wengi kuagiza bidhaa za viwanda toka nje,
· Kukosekana kwa
kiunganishi kati ya wanjasiriamali wazawa na wawekezaji wa nje kunakotokana na tofauti kubwa sana katika technoljia. Tofauti hii
imefanya kuwa vigumu sana kwa wazawa kuweza kuhamisha teknolojia toka ng’ambo
hivyo kudumaza kabisa uwezo wetu na kutufanya tuendelee kuwa tegemezi
· Kukosekana kwa
mikakati sahihi ya kukuza na kuendeleza teknolojia ambayo
imefanya Kushindwa kubadli mafanikio ya tafiti kuwa viwanda (industrialization
of applied research); kushindwa kugeuza viwanda kuwa fursa za kibishara ambako
ndiko pesa ilipo.

ya msaada watakaohitaji, kuanzisha viwanda pamoja na kuanzisha makampuni
watakayoyamiliki kwa ushirika na watanzania wengine kupititia Klabu ya marafiki
wa Tanzanite City.
Vijana hawa wataalam
watapewa mission mahususi za kubuni na kujenga uweza wa kuzalisha teknlojia
kulingana na vipaumbele na mahitaji soko, kukopi teknolojia ambazo tayari zipo,
kuzifanyia maboresho kulingana na mahitaji ya soko, na kuanzisha bidhaa na
teknoljia mpya ambazo ni zetu wenyewe baada ya kuwa tumejenga uwezo wa kutosha.
Lengo ni kujenga
uwezo wetu wa ndani wa kuzalisha bidhaa za kiviwanda na kiteknoljia, kwa mfano
badala ya kuuza simu toka nchi za Asia, tuunda na kuuza simu zetu wenyewe!

hapa nchini

sana na asiyechoka kujifunza. Nchi yetu ni kubwa sana na ina matatizo mengi mno
yanayohusiana na wizara anayokwenda kuifanyia kazi.

ya changamoto ambazo Mh. Naibu Waziri atakutana nazo katika utekelezaji wa
majukumu yake ni matumizi duni ya teknolojia katika kilimo kwa ujumla wake na namna
ya kuongeza thamani ya mazao ya kilimo. Katika wakati huu ambao taifa letu lipo
kwenye kipindi cha mpito kuelekea uchumi wa kiviwanda, suala la teknolojia
linapaswa kupewa kipaumbele kwani linagusa kila Nyanja ya kilimo, kuanzia
kwenye maandalizi ya ardhi ikiwa ni pamoja na kuilima, kupanda na kupandikiza
mazao mashambani, kutunza mazao yaliyoshambani ili yaweze kutoa matunda bora na
ya kutosha, uvunaji wa mazao na kuyasafirisha toka mashambani, uhifadhi wa
mazao ghafi ya kilimo pamoja na kuyaongezea thamani. Yote hayo yanahitaji
teknolojia kwa mapana yake!

Naibu Waziri, ni vigumu sana kuweza kuendelea kama taifa, iwe ni kwenye kilimo,
viwanda au hata biashara tu, iwapo tutapuuza matumizi ya teknolojia. Lakini pamoja
na kutilia maanani matumizi hayo ya teknolojia, bado hatutaweza kufikia malengo
yetu ya kiuchumi kama tutaendelea kuwa tegemezi kwa kiteknolojia toka nje. Kwani
hao tunaowategemea wao pia wanavyo viapaumbele vyao ambavyo siyo lazima
vifanane na vyetu. Hivyo sasa ni jukumu letu kama kweli tunataka kwenda kwenye
uchumi wa kati, wa viwanda na kilimo cha kibiashara na chenye tija, kuanza sasa
kujenga uwezo wetu wenyewe kwenye mambo ya technolojia ambao ndiyo mhimili wa
hivyo viwanda na hicho kilimo tunachokitaka.

Naibu Waziri, sisi tumeanza na Tanzanite City, ni safari ngumu na ndefu, lakini
tumedhamiria kufika mwisho, tunaamini kuwa, kwa kuwekeza kwenye vipaji vya
vijana wetu, na kuwasaidia kutimiza ndoto zao, tutabadilisha mustakabari wa
taifa letu na kuboresha sana kilimo chetu, tukishirikiana sisi wanachi, wadau
wa maendeleo, pamoja na serikali tunaweza kuifanya Tanzania kuwa kiwanda cha
Afrika, na kitovu cha ubunifu katika maswala ya teknolojia.

LETTER TO HIS EXCELLENCY PRESIDENT DR. JOHN POMBE MAGUFULI
Dear Mr. President,
ESTA-TZ Limited is dealing with the development of a city of science, technology and innovation, I.e. ESTA-Tanzanite City. The City is our endeavor to stimulate the development of home grown technology capabilities by empowering and enabling university and college graduates in the fields of science and technology, to develop technology and manufacturing capabilities, then assist them to launch and build new technology-based industries that will be owned in partnership with other citizen through Friend’s Club of the Tanzanite City

motivation being to make the city an Africa’s factory and innovation
powerhouse, that will affect everyone’s life in this continent and play great
role in improving the quality of life, economic growth and protecting our
environment, the Tanzanite City, will be the mining of the talents from the brains of our young
people and a factory for processing them out into automobiles, ships,
computers, processing industries, TVs, mobile phones, etc. it will be the hatchery of technology industries in Tanzania,
Knowing
that this is very big undertaking that we can only achieve with the assistance
and generosity from all members of our community, the government and
non-government Institutions, and that Without these, achieving this mission
will not be possible, we are now working to establish a Not for Profit Trust
(ESTA-Tanzanite City Trust) that will be responsible to support the whole
mission as described in the Grand Concept Manual
Dear
Mr. President, with this letter first of all I would like to recognize your effort
to transform our country especially with your ambition to make Tanzania highly
industrialized in the next ten years. We know how tuff it is to change the mindset
of the people and make them believe in what you are doing against their status
quo, don’t be discouraged, one day if not now people will understand your
language and see what you are looking after, but before we reach there be sure
that a lot will happen to either encourage or discourage you. All in all, it
needs big heart and a lot sacrifices that already you have demonstrated, we are
sure with that spirit of yours we are heading the right direction.
Dear
Mr. President, during Mwl. Nyerere’s age, at schools we were taught that for
our nation to develop we need four major ingredients; Land, good politics,
people and good governance. With changes that had occurred in the world since
the end of cold war in the end of 1980s we can now redefine the ingredients of
development as; Good governance, technology and nature resources. Good
governance is mandatory but must be mixed with either of the two, technology or
access to natural resources or both as it is for the highly developed
countries. The poorest countries have only one ingredient and they have stuck,
fast developing countries have at least two, good governance and technology, or
good governance and plenty of natural resources.
Good
governance puts the systems in place and brings discipline and makes the people
focus on development businesses. Where good governance is blended with
technology, the country becomes strong and stable and can access natural
resources from other countries. And when the good governance is blended with
plenty of natural resources, the countries could properly plan the use of their
resources to acquire the technology they need. Having technology or natural
resources without good governance normally leads to the violence and unrests
caused by scrambles for control among the greedy
Dear
Mr. President, you are now transforming our nation towards good governance and
discipline, blending it with the plenty of natural resources our country have
been endowed, we only need technology to move from where we are to our promise
land. With technology, we will be able to sustainably harvest our natural
resources, process them and utilize them to bring wealth to our people, with
technology we can make our country the Africa Factory where all other African
countries will turn to for their various needs instead of going all the way out
to other continents. This will be great footstep embracing the dream of the
father of our nation of uniting Africa economically
As I
have said above, this is a tuff undertaking and required the participation of
all stake holders and citizens of this country to make it. You my president
alone won’t succeed, you need our support, and your government if they real
want to support your vision of industrialized Tanzania, must truly commit
themselves to work with big dreamers who have great ideas and want to change
this world.
We at
ESTA-TZ believe that this country will be developed by our own efforts, our
brains and determinations, no one will come from china, from Europe, from Asia
or from America to develop us but all of them can render great contribution to
our development if we will be able to partner with them and benefit from each
other, they need our resources as much as we need their technology, let’s play
the right card now for the better future of our nation.
Understanding
this all, the Tanzanite City is one of the strategy that will provide sound
facilities & infrastructures required to cater the needs of the expected
scientific and technological advancement and supporting R&D and other
technological operations in the Tanzanite City and provide to the talents and
experts, the required resources to support their’ activities and enable them to
conduct researches, build new instruments, conduct experiments, and
scientifically test their ideas in development of technologies that address
social and economic needs of our people, and bridge the gap between need and
means; between scientific & engineering challenges and technological
innovations needed to overcome them; between laboratory development and
demonstration in the field.
To solve our
problems and develop the capability to create jobs and increase the flow of
foreign currencies into our country, we must greatly reduce our dependence on
imported items and instead we should develop the technology capability to
manufacture industrial items to carter our own needs and the needs of our
neighboring countries, In order to achieve
this. The Tanzanite city if successful will address the following
issues:
Importing everything while we export less: This not only narrows the opportunity of our nation to create
jobs but also drains our foreign currency reserves which by the way we don’t
have much because we don’t export much as we import, to combat this, we must continuously
and sustainably reduce within specific period of time, our dependence to the
import of technology items by developing technology capabilities to
manufacturing of our own products rather than selling products from other
countries.
Utilized our country’s geographical position to our advantage: Our country is a gate way by which our land locked neighboring
countries use for import of their industrial items and exports of raw
materials. When they pass by, we join them and go all the way out there to
bring things that our young graduates from our universities would have been
manufacturing here.
Export of raw materials: Since
we do not have technologies for processing our agricultural products and
mineral raw materials we export them raw, our neighbors are also using our
country to export their raw materials. The question is wouldn’t it be wealth if
we could process those materials into finished or semi-finished products before
we allow them out of our boarders? What does it take and How do we manage?
Where and When should we start? how do we start?
Lack of access to the new technologies & mechanisms for
technology transfer: Now our countries are in
competition to lure the foreign investors (FDI) to invest in various
manufacturing sectors such as assembling and processing industries. But due to
the fact that there is big gap in technology capabilities between the foreign
investors and our entrepreneurs and the link between them is very weak, it is
difficult for our entrepreneurs gaining access to the new technologies via
foreign joint ventures and Foreign Direct Investment hence they are unable to
absorb, assimilate, and innovate the new technologies
Because
our country has no plenty of resources to facilitate quick evolution
industrialization, the best way to go about may involve doing the following:

develop our own homegrown
technology capabilities and promote rapid progress of export-oriented
industrialization and development of strong and competitive Small & Medium
Industrial Enterprises as an essential prerequisite for continued development
and increased competitiveness of the manufacturing industries.
·
creating geographical proximity
between the core industries and its upstream and downstream businesses to easy
sharing of the common facilities and resources hence reducing technology
development and manufacturing costs, we should create perfect ecosystem and
link between economic development, people development and government revenue
creation,
·
creating link between foreign
investors especially assembly industries and local entrepreneurs especially
supporting industries and facilitate innovation driven growth of
technology-based industries and finally We need to create conducive environment
for launching and building myriad technology-based industries and nurture them
through to stand-alone stage, and connect them with foreign investors to create
partnership that will benefit both
And
that is all about development of the Tanzanite City of Science, Technology and
Innovation
Dear
Mr. President, May I Take this Opportunity to ask your government to support us
and join hands with us to achieving this crucial mission. The generous support of
your government will make it possible to develop our own “Guangzhou”, where
people from other African countries will turn to for their shopping instead of
just passing by and going all the way to Asia buying items that we could
manufacture here so creating jobs and increasing our foreign currencies
reserve.
From
your government, we need two things; number one is land - about 400sqkm with
expansion provision for the development of the city where about 100,000
industrial enterprises will be built in the next 15 year that will create about
two million direct jobs in this city. Second is support from your governments
institution such as COSTECH, TIRDO, SIDO, BRELA, TFDA, TBS etc.
With
this support, we are sure to TURN BUSHES INTO HIGHLY INDUSTIALISED CITY, and
make our own GUANGZHOU & SILICON VALLEY for Africa

The International Village for Science and Technology (AVSTI)
A dream that was never realized
Professor Leonard Shayo, the founder and advocate of the The International Village for Science and Technology (AVSTI) idea,
While
we are trying see the logic of developing a city of science and technology in
our country as it is strongly advocated by the founder of ESTA-TZ Limited Nsollo
Nkalla, Let us get reminded of what the late Prof. Leonard K. Shayo presented
at the Mathematical Association of Tanzania (MAT), Annual Seminar Iringa, in
1991. In his presentation the late prof.
shayo addressed one of a few suggestions that this country could pursue in
order to develop and increase the local stock of knowledge in science and
technology.
Introduction
The
idea of creating the International Village for Science and Technology (AVSTI)
started in 1986 following the conclusion of a workshop on curriculum
development in mathematics, physics and computer science held in Nairobi as
part of the International Centre for Theoretical Physics (ICTP) external
activities program. One of the recommendations of that meeting was the creation
of centres of excellence in Africa. Following on the recommendations, a paper
on Afro-Maths project was developed and this stimulated a lot of enthusiasm
among African scientists to create such centres. In an ingenious move,
Professor Abdus Salam, the director and founder of ICTP, decided that such
ideas, which were aimed at the promotion of science in Africa, should be
implemented from a base in Africa, and as a consequence the ICTP regional
office was created at the University of Dar es Salaam in March 1987 under my leadership.
Since then, these ideas have been developed and expanded to culminate in the
creation of the IVST in Arusha.
When
Prof. Salam founded the ICTP in 1964, with the objective of promoting
theoretical physics in the third world; he rightly and inevitably included
mathematics as a second subject of promotion. Physics like any other science,
cannot flourish without mathematics! Apart from being the queen of science,
mathematics is the simplest science to learn, especially in the early years,
basically because it does not require laboratory ware. For the same reason, all
nations stand an equal chance for realising excellence in mathematics.
Furthermore, geniuses in many disciplines often manifest themselves through
their mathematical capability at an early age. These and other characteristics
of mathematics makes the subject a natural choice to start the IVST, at least
as far as the attainment of excellence is concerned; it is the only choice for
achieving international excellence within a short period, of the order of one
decade.
What is IVST?
IVST
is basically a resort village for scientists and technologists, and a village
of training institutions for talented scholars. It is designed to offer a
conducive environment for deep and critical thinking which is so crucial for
scientific and technological discovery. By offering such an environment, IVST
will enhance science and technology through: (i) development, (ii) adaptation
and modification, (iii) promotion, and (iv) extension and utilisation, for socio-economic
development.
The
IVST master-plan represents buildings in a botanical garden of international
repute. These buildings will house international centres for researchers and
innovators, with modern libraries, laboratories, engineering workshops and offices
for visiting scientists and technologists, as well as modern facilities for
primary, secondary and university education aimed at providing the best
possible environment for the optimal development of talents.
The
research centres will cover all aspects of science and technology which are
essential for the enhancement of the socio-economic development of the
developing countries in general, and Africa in particular. These centres will
provide generous hospitality to scientists and technologists from all over the
world, with particular attention to Africa, to conduct scientific and
technological activities. Thus scientists and technologists from all over the
world will be able to gather, from time to time at the village in order to
deliberate on their discoveries and innovations, as well as to interact among
themselves.
Further,
experimental scientists and technicians from all over the world would also be
able to gather at the village to develop and discuss new designs, and fabricate
prototypes of equipment. Such equipment would, in turn, be used for teaching
science in our schools and colleges as well as for conducting scientific
experiments at research institutions. Our young bright school and college
students as well as other innovative Tanzanians would, through the village,
secure an opportunity of meeting and interacting with scientists visiting the
village. There would be a deliberate effort to popularise, boost and focus the
youth’s interest in science. In particular, the village will have facilities
for the training of talented scholars. It will then be possible for such
scholars to attain the highest level of academic excellence in a minimum
period, and compete with their counterparts in the rest of the world.
At
the regional level, the creation of IVST would be very much appreciated because
of the following facts:
- There is the scramble by African scientists to interact among themselves, and with colleagues from developed and other developing countries; added to this is the fact that we are in need of a place in Africa for such interaction.
- There is an urgent need to redirect the minds of third world intellectuals to the problems in their own countries through facilitating regional interactions (south-south interactions).
- On several occasions African scientists have realised and expressed the necessity, and called for the creation of such a village in Africa.
- Physics, mathematics, computer science and biotechnology are the sciences for wealth creation in the 21st and later centuries. While Africa cannot afford to remain behind, individual countries cannot develop these disciplines independently to give noticeable impact. Moreover, there cannot be technology transfer without science transfer. IVST will enable African scientists to pull resources together for the required impact of science and technology on human development.
- There is an urgent need to arrest brain drain in Africa. Apart from brain drain through physical migration to developed countries, there is brain drain through: (i) Mental migration, whereby a talent in Africa is exploited to solve problems which are specific to developed countries to a total neglect of African problems of comparable academic experience. (ii) Brain decay caused by underutilization of talents due to weak or poor values for science (drain in the brain-type of brain drain). The IVST is a practical way of reducing brain drain of all types.
- IVST will enhance reverse brain drain through its international activities. There cannot be fast scientific and technological development without such reverse brain drain.
- IVST will promote African unity.
- There is need to stimulate and encourage interest in science. The village will achieve this by monitoring the progress of young talents and offer opportunities for interaction through associate programs and links with academic institutions.
Do we need IVST?
We
need an institution like IVST in order to address the shortcomings of the
traditional institutions of higher learning. In the final analysis, the
creation, mastery and utilisation of modern science and technology is basically
what will continue to distinguish the developing from the developed world. In
an attempt to appreciate this fact, many developing countries have, over the
last few decades, imitated the developed world in their efforts to build-up
scientific and technological capacities. The most notable of these efforts are
the creation of high institutions of learning and research centres. Other
efforts include the so called transfer of appropriate technology. While such
efforts are circumstantially commendable, their revolutionary potential is
limited by poverty, the economics of acquiring read-made technologies, and the
intellectual property laws which favour innovative and creative nations.
Efforts
made by developing countries to compete in scientific and technological
enterprises must necessarily be revolutionary in order to catch up with the
already fast developing developed countries. In this connection, the village
model offers a unique potential for a revolution in the science and technology.
This model addresses the poverty syndrome by pulling resources together, and it
discourages the dangerous dream, of acquiring ready-made technology, by
encouraging indigenous discovery and innovation. It is noteworthy that the only
qualification to go to the village is one’s innovative capability rather than
academic certificates.
The
developing world today needs international research institutions like the IVST
because in the absence of internationalism, science and technology, especially
high technology, cannot flourish. Internationalism makes it possible to
guarantee high standards, keep abreast with new ideas and new developments, and
ensure a continuous transfer of science and technology through their respective
creators and innovators. Moved by their idealism and commitment to excellence,
such scientists and technologists will make the village their second home.
Some
people may argue that it is not wise to create IVST at this time when our
economy is so bad, and instead we should concentrate on improving existing
institutions, which are in fact in a very bad shape. At the very least one can
discern sinister motives in such arguments, especially when it is appreciated
that our economy is bad precisely because of our scientific and technological
backwardness. Moreover, it is worth appreciating that the creation of IVST is
precisely a step aimed at improving existing institutions.
The
talented scholar’s program of the village is a natural response to the fact
that the traditional educational system does not cater for talented scholars:
some very talented scholars drop out of school very early due to their
inability to cope with a system which is too slow.
It
should be noted that 500 years ago, Europe was desperately poor in comparison
with the great civilisations of the east. Despite the fact that Europe was even
made poorer by wars, its foundation for future wealth had been laid in science
and technology. It is noteworthy that Europe invested in science and technology
despite its poverty then. Corrective measures to a country’s poor economic
conditions are necessarily expensive, and it is illogical to suggest that one
should not take such measures now because one is poor, since in doing so one
would be suggesting that we should forever remain doomed to perpetual poverty.
Is IVST feasible?
The
total cost of constructing all the buildings of the IVST now is estimated at
USD 20,000,000. This amount is very small, especially when it is appreciated
that this is equivalent to sacrificing 1000 Landrovers! A better appreciation
of the smallness of this amount is provided by the fact that all the buildings
could be completed now if every Tanzanian between the age of 18 and 50 years
were to donate only 4 kg of Sugar to the future generation of this country in
particular, and Africa in general. The cost of running the village in the first
five years is estimated to be at USD 5,000,000 per year. This is equivalent to
each working Tanzanian donating 1 kg of sugar per year. But what will the village
produce?
The village and school education in science and technology
The
village will promote excellence in schools in several ways; first, the
international primary and secondary schools for talented scholars at the
village will provide a standard of excellence to which all schools could aspire
to achieve. This would generate a competitive wave among our schools, the
result being improved standards particularly in science education. This
characteristic has already been noticed even at this early stage.
Secondly,
there will be programs at the village which are specifically designed to
promote excellence in schools. Already the village has designed two programs:
the IVST book series and the IVST lecturer-tour program.
Thirdly,
the impact of the discoveries and innovations made at the village will promote
excellence in learning institutions through improving productivity.
Conclusions
It
is an agonizing fallacy to continue harbouring the belief that we can develop
by buying the products of technology from abroad, rather than developing our
indigenous capability.
It
is sadly true that if we do not take science and technology seriously, there
will come a time when the differences between the humans with technology and
those without technology will be so great that those without technology will be
closer to the animals in the game reserves than humans with technology. The
fact is that we have no alternative but to go scientific and technological at a
revolutionary speed. We must train the thieves of science and technology
because some very essential technologies can only be procured through dubious
means.
IVST
will produce far-reaching consequences on the future scientific, technological,
economic and political development of Africa, in general, and Tanzania in
particular. The benefits for hosting such an international village have been
made obvious. We have to act now because time is not on our side.
The
stubborn fact of the last five decades for all independent African countries is
that science and technology have been neglected and, as a consequence chaos
reigned… We must build, instead, on what has been achieved and what has been
achieved and what has been learned over almost five decades of borrowing
experience. We must support the IVST.
The

Professor Leonard Shayo, who was one of the few professional mathematics and science in our country a politician scholar who was running for president of Tanzania in 2005, died of high blood pressure, diabetes and pneumonia. He was born at Mamba village in the province Rombo Kotela and raised in Kilimanjaro.
One great reason why prof. Shayo
got into politics was the failure to realize his dream of the IVST, he once
quoted saying, “I have failed to obtain land in Arusha. The failure is
attributed to politics. I think I should be a politician.”
A few months later, Prof Shayo established
a political party “Demokrasia Makini”. He also secured both the temporary and permanent
registration certificates from the Registrar of Political Parties. Since then
he was he was so much involved in preparing for the 2005 presidential election,
that he had no time to spare on issues about IVST.
